I didn't know where you post this exacly. Can anyone make me or know of a code that makes the background picture scrolls with the scroller instead of being fixed?

That is in the admin area in your skins. you should be able to fix it or scroll it.

Admin Area > Sknis / Forum Colors > Modify Skin > Select Skin > 6th option down, Background Image Fixed: Yes/No
